    To get rid of the TPLF regime, there is no other way as an alternate to the reorganization of AFD! Now it seems there is a hint to do it. As I heared from an interview given by Ob Daud Ibsa in VOA Afaan Oromo programme, certain liberation fronts are working together as an alliance: OLF, ONLF, SLF, BPLM and GPLM. It is a good restart. Such an alliance is the only way for ward. MEDREK aka Forum for Democratic Dialog in Ethiopia, FDDE, at home and TIBIBIR aka AFD in diaspora and the cooperation and coordination of these two alliances is the best method to get rid of the dictatorial regime!!

    It is clear that the above liberation movements do have no problem in finding a common ground to forge an alliance. They all do believe in the right of nations to self-determination, so that they take this as a precondition for fostering the alliance. The problem is when these freedom fighters try to make an alliance with democratic forces in diaspora such as G-7, EPPF, EPRP, TPDM and UEDF, who do want to have an unconditional Ethiopian unity as a precondition for the alliance. How is it possible to solve this problem? I tried to discuss with some people about this issue in forums and per e-mail. All concerned people believe in the necessity of such an alliance against TPLF regime, but they do differ on the precondition, which is required for the alliance. We can classify all of them in to two blocs. One bloc argues that accepting and respecting the right of nations to self-determination must be the precondition for the alliance, whereas the other bloc insists on the precondition to be unconditional Ethiopian unity. Let's look at the arguements of the two camps: the camp of self-determination and the camp of unconditional unity.

    1) Those in the camp of unconditional unity like Prof Messay Kebede insist that unconditional Ethiopian unity is very mandatory for the alliance and even for the future union of nations we want to forge in the empire or region. Here is how Prof Messay argues:

    "Far from promoting free union, the right to self-determination actually blocks it. It is when union becomes unconditional that it forces peoples to find a form of accommodation that suits them all. Here is an illustrative analogy: if two competing individuals decide to build a house together, their cooperation makes sense if the house becomes their common interest, that is, if both intend to live in the same house. However, if one of the partners is at the same time building another house, whatever partnership they had becomes so suspicious that it comes to an end. The right to self-determination cannot provide the common goal for a lasting union. Moreover, nobody is inclined to make serious concessions if the outcome is so precarious. It is when we decide to live in the same house, no matter what, that we would be inclined to better the house. While Stalin recognizes the right to secede, Rousseau maintains that a nation means an indivisible unity for only indivisibility creates a common goal. Obviously, a conditional unity is hardly able to produce a serious commitment to the idea of a lasting union.

    The Stalinist approach has no historical foundation as nations did not emerge as a result of peoples exercising the right to self-determination. The politics of either lumping people together or splitting them apart according as they want or do not want to stay together is too artificial to be anything more than a manipulation of political elites. Instead, modern nations have come into being through inner movements smashing the oppressive structures of conquests and empires. With the exception of overseas colonial empires––whose difficulties to modernize relate to the absence of organized democratic movements in the pre-independence phase––the resolution to build a common house guaranteeing freedom and equality for all is the cornerstone of modern nation, not the right to secession.

    Those who truly care about democracy and freedom must understand that the refusal of self-determination alone can bring about the changes that they hope. What the refusal means is that we make unity unconditional so that everything else becomes negotiable. But if the union is conditional, the blackmail of secession seriously jeopardizes the exercise of democratic rules. What is more, a union is formed without the equal alienation of rights since one of the partners reserves the right to secede. As Rousseau puts it, the condition of modern democracy is “the total alienation of each associate, together with all his rights, to the whole community; for, in the first place, as each gives himself absolutely, the conditions are the same for all; and, this being so, no one has any interest in making them burdensome to others” (The Social Contract). It is clear that the act by which a people join a political union is also the act by which it ceases to consider itself as a nation. It becomes part of an organic whole and its distinctive characteristics, such as language, religion, customs, etc., become regional expressions of a larger union. How the specificities integrate into the union is negotiable, and various forms of arrangement can ensure their protection. By contrast, union defined as a collection of autonomous nations is a Stalinist aberration and a contradiction in terms.

    .......The best alternative is to renew the commitment to unconditional unity, thereby creating the conditions of a satisfactory solution for all. If the union is abiding, then serious talks can start on how to build the common house. ............I recommend the term “ethnic groups,” with the understanding that the Amhara and the Tigreans are no less ethnic groups than the Oromo, the Gurage, the Somali, etc. In so doing, we define Ethiopia as a multicultural nation rather than as a multinational state, a feature that requires a federal arrangement with large autonomy and self-rule. In this way, we avoid the present impasse without, however, sacrificing those rights necessary to realize the full equality of Ethiopia’s ethnic groups."

    2) Those in the camp of self-determination like me argue that taking unconditional unity as a precondition is dictatorial and doesn't garantee a union as a long lasting a solution and it will be the perpetuation of the hitherto unification at gun point. Some of the points of view in this bloc, which are necessary to be mentioned here are:

    To achieve the durable alliance of the two forces (pro-unconditional-unity forces and pro-self-determination forces) against TPLF, the two need to forge one common ground as a common goal. To be recommended as a common goal is: union of independent nations, for example independent Oromia in an integrated Ethiopia as a result of a self-determination of each nation. Till now, it was very difficult to get a common purpose on which the two forces could agree. Pro-self-determination forces argue that nations must be free from domination by any meanse and then build a union based on free will. The mistrust between the pro-unconditional-unity forces and the pro-self-determination forces is the God-given opportunity for TPLF, so that its regime is using to rule over the country as long as possible. Unless these two groups come to term and cooperate against Meles adminstration, all nations in the empire have to settle for the rule of the regime not only for few years, but for many decades to come. The two groups should agree on the common ground. Union of independent Amhara, Tigrai, Afar, Oromia, Ogadenia, Sidama, Gurage.....etc as a result of their respective self-determination and even the union including Eritrea, Djibouti, Somaliland, Puntland and Somalia (if they agree based on free will) is the noble cause for which all can fight together. Not accepting this model meanse unconditional separation of these independent nations as an alternative.

    In 2006 pro-self-determination forces formed AFD together with some pro-unconditional-unity forces and with that they took away the very important instrument, which TPLF used to rule over Ethiopians aka designating pro-unconditiona-unity forces as centeralist chauvinists and pro-self-detrmination forces as narrow separatists, so that they be polarized and fight each other. Since then this instrument is dead and Meles' adminstration is under co-operated attack from both forces. The question yet to be answered is, what was the precondtion on which AFD was forged or was it fostered with out any precondition?

    Further more there is difference between a unity and a union. Pro-unconditional-unity forces seem to support the first and pro-self-determination forces tend to accept the second, if it is the result of public verdict. The first is pre-modern, whereas the second is post-modern. In summary here is the difference between the pre-modern unity and the post-modern union. I don't remember his name, but certain British scholar classified countries in the world in to three: 1- pre-modern chaotic states like the artificial constructs/countries in Africa, such as the Ethiopian empire, which the Amhara pro-democracy forces seem to love, 2- modern nation-states like some mono-national-states in Asia and Latine America and 3- post-modern union of free nations like those in European union. So, the Amhara pro-democracy forces should see that African nations, including those in the empire, are kept as pre-modern due to the arrangement made by the European colonizers and this is still being perpetuated further by AU-dictators, who are dedicated not to change it. But we Africans need to leave the artificial nations like Eritrea, Ethiopia, Nigeria, Djibouti, Somaliland, Somalia and Kenya behind and forge the productive natural nation-states like Tigrai, Amhara, Afar, Oromia, Hausa, Yoruba, Somalia...etc in order to be transformed our selves from the present position (pre-modern), passing through the stage of modern status like an independent Oromia without a union, further to the post-modern situation like an independent Oromia in a union with neighbouring independent nations. This last status is the most beneficial one, which the Europeans them selves are enjoying now.

    The two positions, i.e the position of the pro-unconditional-unity vs the position of the pro-self-determination (union based on free will) should be discussed and debated before attempting to forge an alliance against the ruling party. Even when nations give their vote to an independence within a union, then it will be mandatory to decide secondly on which type of federal arrangement is to be accepted as suitable. Pro-unconditional-unity forces like those in MEDREK believe that this can be decided by public verdict. Now the question to be directed to them is: can't they extend this philosophy they do apply for deciding on which type of federation, also to the arguement: independence within a union vs independence without a union? Doesn't this require self-determination of nations to decide on which type of sovereignity peoples can have? Can't they imagine that the public can also decide on this issue per a referendum? Doesn't their democracy rhetoric include this option? Can't they accept and live, if certain public decides for independence without a union? Or do they go to the forest and fight for the union they want to see?

    Regarding the dictatorial unifiers who are advocating unconditional unity without the option for a public verdict, it should be known that they do take the freedom of the concerend public by advocating such dictatorial position. For example, when they say "be Ethiopia andinet lay anideraderim!", they are sending the message: you people either accept this andinet or we will deal with you. They don't say, we advocate for Ethiopian unity and then let the public decide. Their approach is arrogant, dictatorial and uncompromising! To such people, pro-self-determination forces also should say: "be Biheroch netsanet lay anideraderim". Now how can the two groups who do say "anideraderim" deal with each other democratically? The only solution will be a bullet, as it has been till now. Till now the pro-unconditional-unity dictatorial forces won for the last 150 years and they "united" us by force. The pro-self-determination forces call this as colonization, for it is not a union based on free will. Some people with similar dictatorial ideology ( e.g TPLF) do now want to continue the status quo at gun point. That is why pro-self-determination forces dare to say: such forces are not open for the lasting solution, but they are still the causes for the misery in the Horn region.

    The question yet to be answered is again: do we see any possibility and any common denominator for an eventual alliance between the above mentioned two blocs against the ruling party? It is good to suggest again that the only common denominator is acceptance of a common strategical goal aka a union based on nations' right to self-determination. Now coming to the call for alliance, it will be the alliance of the two blocs, who can at least theoretically agree on establishing federal democratic Ethiopia per public verdict to decide firstly on the type of sovereignity: YES to a union vs NO to a union and then if the choice is YES, secondly to decide on the type of federation: language based federation vs geography based federation.

    If rightly excercised, the genuine ethnic federalism based on free will is the good common ground for both the pro-unconditional-unity forces and the pro-self-determination forces. Therefore if the pro-unconditional-unity camp gives up its stand of having Ethiopian unity as a precondition for the possible alliance, the move of the two camps to struggle together for freedom and democracy in Ethiopia is very smart and timely. Yet the two blocs need to build a middle way compromise solution to their apparently irreconcilable goals. I think any alliance similar to AFD is the best way for both self-determination of nations and the democratization as well integration of the resulting union of nations in Ethiopia/Horn as a region (a national independence with in a regional union). The result will be independent nations in an integrated region (Ethiopia). This is not just a fancy, but a fact which can be realized.

    I am personally against any sort of dictatorial unity and a supporter of a union of free nations based on free will. Any unity without public verdict will fail, take it only 1 year, about 10 years or as long as 100 years. That is why I do advocate for a lasting solution based on free will of all stakeholders, instead of the temporary hoyaa-hoyee of unity as a wishy-washy solution. MEDREK seems to have chosen unconditional-unity as a precondition, which will surely never persist long for it is not based on self-determination of peoples, but on pre-determination by only few elites. TIBIBIR aka revived AFD must be based on a solid ground and take self-determination rather than unconditional unity as the precondition! Last but not least the issue of self-determination of nations is not stalinisitc as Prof Messay and co try to discredit, but it is part and parcel of the UN charter in this 21st century modern politics

    Into a dreary and cold small Southern village in Kembata a young man was posted as a teacher in a local government school. Those were the dark days of fear under a Marxist military government. Everybody received the party newspaper, Serto Ader, and pretended that they loved it. At night this young teacher would keep himself warm burning the piles of this newspaper- of course that was a warmth to be enjoyed alone unless that teacher wanted to end up in a cold and scary prison. Back on vacation he would joke how the party doctrine kept him warm, and it was not a very funny joke. One would always wonder, "What if this young man forgot to burn the entire paper to ashes?" The fear was real in those days, one that concerned your life. After all, that regime had a bloody record in the Red Terror. There were many public security workers who spied on their compatriots. The one party leadership of the Workers Party of Ethiopia did not have to contend with another party to ascertain its hegemony, except the civil war that raged in the north. With no one rushing it democratically, that party was said to have had only 135,000 members, while militarily, where there was a more life and death contention, it kept the largest army in Africa. The teacher passed through that period and continued to witness the emergence of another hegemony in the 21st century Ethiopia, one that would stunt his career progress unless he submitted to it.

    The Ethiopian Peoples' Revolutionary Democratic Front, EPRDF, has revised its belief in a small army when new realities developed all around. However, its most dramatic performance is the expansion of its party member base. Today it claims to have five million members, and it has intensified its effort to 'proselytize' more of the public. The main purpose is to avert a repetition of the 2005 election, which the opposition claimed to have won. The EPRDF, according to its own people quoted in a recent newspaper article, want to recruit enough college students and civil servants who will be baptised in revolutionary democracy enabling the party to deliver enough public goods which will lure the populace into loving it. In other words the EPRDF, after 20 years in power, seeks the legitimacy of winning in a truly free and fair election. But it wants to do it its own way. In the 2005 election the rulers of the country revealed how little they understood the electorate when they allowed almost a free election complete with a pre-election debate. They had dangerously exposed their soft underbelly and almost got it ripped apart.

    Gebru Asrat, once a high level EPRDF member and president of Tigray Regional State, who has now become leader of an opposition party, Arena Tigray for Democracy and Sovereignty, says that the EPRDF strategy is to achieve the hegemony of Revolutionary Democracy and destroy every other political thinking. It also wants "to multiply its members by the millions and control the society." "Revolutionary democracy is misplaced and a misnomer," says Gebru. "It used to mean the exploitation of a capitalist system to eventually achieve socialism." It has been years since EPRDF dropped socialism and embraced the developmental state, a kind of government controlled capitalism. Now it wants its revolutionary democracy ideology to prevail in all social groups. It wants to have members from the guards to the managers and ministers as well as within family circles. It wants to ascertain that it alone will be the only opinion and decision maker, according to Gebru. He says that the EPRDF thinks that its ideology will ascertain such hegemony in 20 to 30 years, when revolutionary democracy will die naturally giving birth to liberal democracy, which, according to him, is a recipe for dictatorship.

    "When that period is over, the leaders will be 80 years old and still in power," he said.

    Two years ago, Gebru, says his old party set a target of having 2.6 million members in Tigray, about 60% of the population of the region.

    "That is all adult population," he said.

    And the adult population all over the country is targeted as potential member. One of the reasons the ruling party is working so hard to recruit more members is that most party members to whom they can give jobs have already been given jobs, according to one of the younger members who claims to have heard so during one of the trainings. That called for recruitment from among those in colleges, a move that worked to produce fake members by the thousands.

    Opposition party leaders seem only slightly concerned about the EPRDF expansion, saying that it only served to undermine the ruling party itself. They see it as one segment of the ruling party's work to weaken them. The major problems for them, they say, are the continued harassment of their members and the decision to dry their financial resources. They can only receive contributions from Ethiopian passport holders and they must keep a record of all their contributors.

    Dr Merera Gudina, a long time opposition leader now at the Union of Ethiopian Democratic Forces (UEDF) seems confident to win in a free and fair election, reminding that 400 out of he 600 soldiers who he said were brought to his constituency in the last election to vote for the ruling party representative had chosen to vote for him in stead.

    The EPRDF recruiters say that the expansion is a three pronged approach covering colleges and universities, the civil service and MSE's (micro and small scale enterprises) separately. A lot of work has been done in the first two, while the work on the MSE's is just beginning. Nearly every student who is in college now and many of those who have just graduated are said to have rushed to membership. One thing the party has said openly: not everyone can study for a master's degree at government universities without its goodwill. This is bolstered by the recruiters who go around telling students, "let alone a second degree, you will not even find a job unless you are a member." Newer civil servants will almost all be party members; existing ones are lured to the party because that is almost the only way if they seek to hold higher office.

    "If anything happened in the university compound, I am sure they will hear of it," said a university student.

    By the quantity the party membership is rising so is the security network expanding at a scale that has never been matched by any other government in Ethiopia. Going back for comparison, the Stassi of the former East Germany (the GDR) is the single most important expansive and destructive network that emerges to the mind, although what is happening here is much milder. EPRDF's manner of recruitment relies on evangelists that go around preaching the gospel of revolutionary democracy. And you don't have to believe such a gospel, but you are made to believe that you have no choice.

    "A stranger never comes to talk to you," said the university student. "It is always one of your friends." He always strained his young, collegiate mind debating the demerits of the Ethiopian Peoples Revolutionary Democratic Front (EPRDF)- Ethiopia's ruling -er- front. They have been doing that in their dormitory very often. One day there were just three of them fighting it out, until a question that ended all debates came from one of them, who was already party member, although they had not known all the time.

    "Why don't you guys join the EPRDF?" He said. "I am a member because I don't want to spend a long time looking for job; I am a member because that is the only way I can study for my masters. If you are wise, you will do the same. You do not have to believe in it. Think about it." Faced with the prospect of a prolonged spell of joblessness and the possibility of their first degree becoming their last as well, these two young men decided to join the party. The young rational mind had gone to work instantly. His brother who had a college diploma had been out of work for a number of years, while his friends followed the party road to employment in the fields of their training. His family earn very low incomes, and he does not want to add to the burden. Besides whenever he thought of his career, he had always thought of getting his second degree first.

    "I was surprised," he said. "Nearly everyone in my class was there." Other sources, who are now "comfortably" employed, were coaxed into membership when they heard reports that earlier year graduates were struggling to find jobs. This lady, whose name, work and the college she attended will not be identified because she fears being traced, joined in the first semester of her last year. If she had waited till the second semester, her request to join the party would have been rejected. The benefit? She and all her friends now have jobs, while most of her seniors, the ones she knew, are still looking. Now nearly every university student applies for membership, because the card is at least as important as the diploma and degree.

    She is mad within herself that she had to become a party member in order to get a job and unhappy that she had to prove her loyalty in more ways unacceptable to her in order to get her dream job; nevertheless, she does not regret that she has become a member. She would, otherwise, still be looking for a job.

    New recruits are assigned to ethnic specific organizations with in the EPRDF: the Oromos would go to the OPDO, the Amharas to the ANDM, the Tigres to the TPLF, and those from the Southern regional state to SEPDF. The recruitment is not really so low cost as it seems in university campuses. The EPRDF has undertaken seven rounds of trainings, according to some of its cadres, involving thousands of people at a time. The lady who spoke on condition of untraceable anonymity said that her group that was taken to Zway for training involved 40 bus loads of people.

    "We were all given four bottled waters a day, and the food was always meat," she said.

    The meeting lasted 18 days, and she shakes her head as she thinks of the cost.

    In a recent training for 7,500 teachers divided between Addis Abeba and Fiche town, the EPRDF had to pay the Addis Abeba participants 50 Br allowance per day, while those in Fiche had a budget of 70 Br per day for their food, water and accommodation expenses, although they received no cash. Each participant was given six books for the training on various topics: revolutionary democracy, EPRDF programme, initiating democratic struggle, capacity building strategy, urban and industry development, and education quality. These trainings also lasted 18 days.

    Reports of the outcomes vary. A local paper recently reported that all participants in the Addis Abeba training and 90% in Fiche had filled the membership form. A cadre told this writer, however, that 45% of the participants in Fiche had rejected the call for membership, and most of them did not even take the six books with them, leaving behind a big litter.

"If you see someone breaking a window pane, you have to report him, because he is a bad fellow." So a student had his membership repealed because he was spotted by other members while he jostled to enter first into the university cafeteria at meal time in order to get the best part of the stew. When Moslem students staged a demonstration against the decision of the Science Faculty of the Addis Ababa University not to allocate a worship site within the compound, Moslem EPRDF members allegedly gave away the plotters, who were taken away and ....

    In the work place this could take place in different ways. People do not trust each other, even when they are all members, so they keep their mouths shut or they could find themselves being the issue of the next cell evaluation. Usually one person makes this mistake, and everybody else takes a lesson. They don't open up even when they think they knew each other well. At other times a member you do not know could come complaining about a service and demanding if had no right to be served unless he were a party member. Similarly someone impersonating a job applicant could come and ask if he needed to bring support letter from local government officials (meaning about his party activities). In both cases the civil servant must answer that both the service seeker and the job applicant are treated just like any other Ethiopian on the basis of right and merit.

    During the 2005 election, the opposition parties, particularly the Coalition for Unity and Democracy, that had seemed close to stage a democratic coup, had reached a point where they could no longer hold secret meetings. What they said in secret was always disclosed in public particularly by an Amharic newspaper that stopped publication shortly after the election crisis was over. Some opposition party members say that there are now people with in them whom they suspect of being EPRDF moles, but they do not give them away for lack of evidence and for fear of repercussions - if they knew, they might end up being suspects, too. Gebru says that the ruling party constantly works to infiltrate his small and young party.

    An EPRDF source, who talked to this writer looking around uneasily, said, "Why do you and I talk so carefully? Because we do not know who these people around us are." One of the purposes of member proliferation, he thinks, is to make everyone suspicious of the person near him, and create an environment of fear and passive obedience and acceptance.

    Such information network is becoming established at universities, government offices and the general public, although the average person so far has no fear of dropping dead as a result of what he or she says. However, one has to be in such network in order to get, sometimes even keep, a job in the government hierarchy, particularly the kebeles, sub-city and city administrations. One brazen new member attached a copy of his membership ID (dubbed green card by the new members) with his CV when he applied for a job- it might have been a coincidence, but he got the job. Another man had to be pushed out of a job he kept for years. He took his case to the responsible person, one of the new generation of recruits. This responsible person was not satisfied with the reasons given for his dismissal and went to enquire and learned that the man was not a party person, and his position was not meant to be filled by someone like him.

    Such criterion was applied when she and her team were recruiting several new employees. The recruiting committee interviewed all the applicants, reviewed their documents, and passed the list of the selected people to the manager. They bitterly discovered that people they had not interviewed were given the jobs; the manager did not keep the secret from them because they were all party colleagues. He said the people who were given the jobs were party members. But then that was how she got her job: she was applying everywhere, when she was informed that she had already been given an appropriate job where she was not looking.

    Working party members in Addis Abeba say that they have five to six meetings every month related to the party; most take place in their work places (cell meetings). There are, however, two meetings that bring together several cells in each sub city. Nearly all of these meetings take place on normal working hours achieving party objectives at government expense. At the work place each cell member has specific activities; it could be recruiters or rapporteurs, etc. Their commitments are measured by how much they tell on their colleagues at cell meetings, how many new members they recruit, and how active they are during meetings. Such people can grow up to become executives.

    In Addis Abeba, the kebele, sub-city and city administrations are not only firmly controlled by the party but all the staff are carrying out party work even though they are paid government salaries. The Administrations of all 99 kebeles each have 15 cabinet members and two counsellors (representing the youth and women's leagues)- all of them appointed by the ruling party. The two counsellors are officially there to do party job; they are given that name so that their salary will come from government coffers, according to one such person. Practically all 17 people are political appointees and they are doing party work all the time at government expense. There is plan to add three additional staff for each kebele. A new salary scale which is being considered will offer a salary of 2,600 Br (a 130 Br raise for some of the staff) plus 300 Br housing and mobile phone allowance. The chief executive officers earn 3000 Br salary plus allowance. At each of the 10 sub-cities five appointees earn a 3,600 Br salary and 400 Br allowance, while the chief executive earns a salary of 4,200 Br and 2,000 Br allowance. All of these people keep themselves as busy with party work as they do with their regular work- all on normal working hour and government pay.

    Gebru Asrat adds to this saying that the Tigryan People's Liberation Front, TPLF, the dominant group in the EPRDF family, has only one office in Tigray because it actually uses government offices, employees, resources and budget to do its work.

    One kebele appointee said that they recruit three directors for a school, and the most important criterion, more than education and experience, is the political credibility of the candidates.

    "The reasoning is that the result that the people want shall be delivered under the leadership of EPRDF people," said this source.

    This is where the teacher who taught in the south, the young lady who recently joined the civil service and the young university student all find themselves at odds with what is going on. The one finds himself in a depressing situation where his career has been called to a halt- no way up the executive ladder except through the ruling party.

    "Getting an executive position is difficult," said the anonymous lady, too. "I have always wanted to become a ----. But in order to get that job, I will need, for example, to befriend people and encourage them to speak their heart, and report them if they say the wrong things about the party. So I have given up thinking about my dream job, because it will take a long time for things to change enough for me to be able to get it without party loyalty. I, like most of my friends, am keeping the membership because I have no choice. I am now looking for any job- any job- out of government." The party cadre looked uncomfortably at this writer and said, "I am not proud of what I do." The recent defection of Ermias Legesse, Bereket Simon's deputy at the Office for Government Communication Affairs, during a visit to the United States, is at least in part caused by this situation.

    The university student had consulted his father before he made his choice, a choice which he has kept a secret.

    "It is up to you to decide," the father told his son. "Don't just do anything that is against your conscience." With or without parental consultation thousands have made their choices. From the rank and file to the higher positions of authority the EPRDF is accumulating members that do not believe in its cause, members that want it to lose and get lost. In recent EPRDF gatherings for various groups, the ruling party has been trying to imbue its new members with the self-sacrificing commitment that the members of the Tigrian People's Liberation Front (TPLF) had displayed when they started fighting the derg regime in the 1970's.

    By as much as the EPRDF is getting new members who consider their membership as pre-condition for job, it is also able to raise millions of Birr from the business community. The last election has, however, left evidences of the Front's inability to get the votes of even its members. It also had transpired that public admiration and love for EPRDF people (such as Arkebe Okubay) for public goods created did not translate into votes for the same person. One voter said at the time, "Arkebe is a good man, but he is EPRDF." EPRDF's recruiters unofficially consider higher education and government jobs as a reward for membership, while the new recruits, at least those that talked to this writer, consider it a price they are paying to earn their daily bread. Under this polarized interpretation of the same situation, will the ruling party sit and hope for the best, or will it do something outrageous to make sure that all its members voted for it?

    That is yet to be seen, but Gebru does not see the ruling party benefiting out of this. Both Gebru and Merera say that the leadership of the ruling party involved the simultaneous use of its power, government resources and the security forces.

    "They could rule any length of time," Gebru said. "Their life could be long under a situation where there is no coordinated opposition by the society. Finally the outcome is disaster. Look at what happened to Congo and Somalia when Mobutu and Ziad Barre went out of office." He expresses fear for what could happen when all the pent-up frustration and emotion is released one day, and adds, "That is why we say there has to be reconciliation in Ethiopia." The reconciliation issue has been raised since the beginning of the EPRDF government, but the leaders have always rejected it saying that nothing has happened that required reconciliation. Meanwhile the opposition leaders express faith that many of the new EPRDF recruits will vote for them in the next election.

    The young civil servant wanted so much for things to change that she could barely hide her interest in the production of this article.

    "Do you think what you write will make a difference?' "Yes." "Then you must write it quickly," she urged.

    Captured in Ethiopia: An American nightmare

    A UW-Madison sophomore recounts her experience being detained and deported from her host country of Ethiopia.

    A strong hand planted stiffly on my shoulder and sent shivers through my body, freezing every muscle as I stood on my host family’s front lawn in Ethiopia. I slowly turned as my eyes traveled up a large arm and over to the other arm, which was grasping an AK-47. I looked up at his face as he glanced back at two other armed men and his lips parted into a grin.

    At this point I was halfway through a two-month summer trip to teach English in Haramaya, Ethiopia, through Learning Enterprises, a nonprofit student-run organization. Fourteen volunteers and a student program coordinator were staying with host families in eastern Ethiopia.

    I was on my way to school with two other volunteers July 9 when I was stopped by the three armed men on my lawn. We later learned they worked for the Ethiopian National Intelligence Agency.

    “You need to come with me to the police station for questioning, all of you,” the man who stopped me said.

    “Why?” I demanded.

    No response. Oh, right, I thought, authorities in Ethiopia don’t respond to that question. I learned it was dangerous to question their government. Any time I tried to discuss politics in a public place I was quickly hushed. As an American citizen on Ethiopian soil, I had no more rights than the Ethiopian people. A couple minutes after my foolish “why” question, we were flailing and yelling for help while the men shoved us into the back of a car.

    Not knowing who was taking me or where I was going, the tears came abruptly like a kid in a grocery store who suddenly looks up to find she has lost her mother. My remaining dignity left with the breath stuttering out through my quivering mouth. I cried tears heavy with the universal fear felt by humans deprived of basic human rights. At that moment I felt perhaps the greatest connection with the Ethiopian people as I was forced to face what they struggle against every day.

    In the next town over, we pulled into the police station where more volunteers from our program were waiting. We sat in the police office where we were watched fidgeting for hours before they told us that we were missing “a document” required for teaching in Ethiopia—a document to be discussed with officials in the capital 10 hours west, Addis Ababa. Commanded to pack all of our things for the trip to Addis, we concluded we probably wouldn’t be coming back to the town we had grown to call home.

    Back at my host family’s house, trying to keep my eyes dry enough to pack my bags, I avoided looking anyone in the eyes. My efforts became futile when I opened the front pocket of my pack and found all the gifts I had planned to give my host family.

    “Why are you crying?” the men asked me, laughing from behind their AK-47s.

    “This is my family,” I whispered. “You are taking me from my family.”

    Giving words to my emotions solidified them into a burning anger that replaced my fear and sadness. I thought of my students who waited hours on end for the chance to get into 50 minutes of class,before going home to help their family scrape up a living. They were certainly waiting at school for us now. And here was their government, ignorant and self-important, carting away free teachers and guarding us with 10 armed men in case we tried anything.

    Detention

    We drove all day toward Addis. In the morning we began requests for lunch that went unsatisfied, and in the afternoon we tried for dinner. Finally they gave in and we pulled over to a roadside shop. An official went to the shop and came back with a small pack of crackers for us all to split.

    We kept driving into the night until we stopped at a hotel, still hours out of Addis. We were in a malaria zone. We asked to get our bug nets but were denied access to our bags. You’re not supposed to take malaria medication on an empty stomach, but I was getting bitten. I took my pill and just minutes later was keeling over. I spent the night without sleep, weak and dehydrated in the sticky lowland heat, dry-heaving over a hole in the ground overflowing with sewage, guarded by armed men with unknown objectives. The next morning we made it to the capital.

    In Addis they took us straight to immigration. Again we were kept hungry, though this time we were advised to enjoy the “mental food” offered by the view from our holding room. Despite our waning energy, we kept our spirits up with songs, games and stories. Immigration officials interviewed us each individually. The officials gave each of us a different reason about what we were doing wrong in the country. My favorite was that we were “overknowledging” our students by challenging them in the classroom.

    While we waited as a group during the interviews, we decided that no matter what happened, our primary goals were to stick together and to contact the U.S. embassy. We wrote the embassy’s number on skin covered by clothes and on small pieces of paper that we hoped we would be able to pass off to someone.

    By the last few interviews, the officials became consistent in telling us that we had the wrong type of visa. Although airport staff told us to get tourist visas, these officials thought we needed business visas. That night they told us we had to leave the country the following day. If we had the cash on us to change our flights, we could do so; otherwise it was Ethiopian jail until our original flights left, which was a month later for me. We did not believe we had enough cash for all of us, but our goal to stick together remained intact.

    Rescue

    We spent that night under tight guard at a government hotel where we were still unable to contact the embassy, and the next day they drove us to the airport where we were held in a back room. After waiting all day, later that evening my blank stare at the wall was interrupted when a team of men entered the room and stated, “We are from the U.S. embassy. We are here to help you.” I bolted from my chair and smothered them in hugs and tears. The next hour was a flurry of phone calls home, information release forms and random expressions of glee.

    A few hours later we were all on flights home, lessons learned. When traveling abroad it is important to be knowledgeable about the country and its government. While we were never given an official reason for our deportation, many of us believe it had to do with the ethnicity of the students we were teaching: Oromo.

    Every Oromo person I talked to felt that the government actively oppresses the Oromo ethnic group as a means of maintaining power. The ruling party of Ethiopia, the Ethiopian People’s Revolutionary Democratic Front, has proven it will go to great lengths to protect its power. After the 2005 national elections threatened the party’s majority in parliament, Ethiopians accused the party of intimidation at the polls and forging ballots. Hundreds were injured, killed or arrested.

    In a country with such a paranoid and forceful government, we could have foreseen some trouble with serving the Oromo people without any sort of clearance from higher up. We also should have gone to the U.S. embassy as a group for information about risks and instruction on safety.

    When you go to another country, you don’t take your rights with you. As romantic and adventurous as it sounds to spontaneously pack up and travel the globe, when you don’t do your homework, reality can be harsh.

    Persuading Amhara elites to accept and respect Self-determination

    It is clear that only Amhara elites and few Amharanized elites from other nations are against “ethnic” federalism and self-determination of nations. Genuine “ethnic” federalism is the compromise solution for all nations in the region to live together - achieving both national independence and regional integration. The position of Amhara elites regarding the federalism and self-determination made them to be not suitable to cooperate with the elites of other nations against TPLF regime. Amhara elites do prefer unconditional Ethiopian unity rather than self-determination as a precondition for the possible alliance to be forged between Amhara democratic forces and Oromo freedom fighters. Oromos tend to accept this precondition, only if Amhara elites also accept Oromos’ precondition aka making Afaan Oromo the only working language of the federation instead of Amharinya. Oromo elites make such a demand to make Amhara elites to notice how wrong is their cry for unity with Amharinya as the only federal language. Then, in a common house aka “NEW Ethiopia” they suggest to build, the working language must be only Afaan Oromo. Will they then stay to be pro Ethiopian unity and anti ethnicity, even if Amharinya will be demoted to only local language of Amhara region and if Afaan Oromo will be promoted to be the only working language of the Ethiopian federation? I am sure they will not! In case they will stay further to be pro-Ethiopianity and pro-unity as they seem to believe now, let’s then try this NEW version of Ethiopianity with Afaan Oromo instead of with Amharinya.

    After reading about and observing the imposition of Amharinya at the cost of Afaan Oromo in the past one century, I just couldn’t help, but think about the main mistake Ob Minilik Caala (Aste Minilik, ”our colonizer”), Ob Qusee Dinagde, Ob. Gobena Daacee and so on did. The main mistake they did was making Amharinya the national language of the empire they did build. Being Oromos, if they could have managed to make Afaan Oromo the national language of Ethiopian empire, now we Oromos were not the ones to fight for self-determination. The whole Finfinne and other “modern” peoples in the empire would have spoken Afaan Oromo, the whole diaspora Ethiopians now would have used Afaan Oromo, even all would have claimed to be Ethiopian which is equivalent to be Oromo, not Amhara as it is now.

    At present, for Amhara elites to come to their senses and comprehend why we did say so, let’s look at the following fact in short. Almost 99.9% Amharas nowadays think they are pro-Ethiopianity and anti-“ethnicity” and with that they do think that they do have moral upper-hand. For them to develop another view, let’s demote Amharinya to the local language of only Amhara region and promote Afaan Oromo to the federal language. Till now, just based on the fact that Amharinya being the federal language, they used to cry about Ethiopianity, which in essence means actually Amharanet for they know how Amharanization is still going on. When we change the role of the two languages, I am sure Oromos will start to sing about Ethiopianity, which will be equivalent to Oromummaa and, of course, they will denounce “ethnicity”. Then, Amharas will start to defend themselves from Oromonization and will denounce Ethiopianity with only Afaan Oromo as the federal language and they will be automatically pro-“ethnicity”. So, we can see how simple it is to be a moralist without understanding the mechanism behind all what we do believe.

    Oromos just asked Amhara elites to accept Afaan Oromo as the only federal language to neutralize their attempt of maintaining and talking about Ethiopian unity with Amharinya as the only working language of the federation and, of course, with that making Amharanization process as something normal to be accepted and lived by all nations in the region. Few Amhara elites demand that the public decide on which language to be the working language of the federation/union. But to ask the public to decide on the type of language to be used as the federal language, we first need to ask the public what type of sovereignty they want to build: “YES to Union” or “NO to Union!” Why doesn’t the democracy of Amhara elites include this? Some of these elites accuse Oromos to have grudge against Minilik. The resentment of Oromos against Minilik is fact, but not only that, unfortunately almost all Amhara elites now want to perpetuate the same policy of Minilik with a pretext of Ethiopian unity. Furthermore, some Amhara elites cry foul about a possible Oromo hegemony just for the fact that Oromos are demanding Afaan Oromo be the federal language. Oromo elites, who make such a demand, are not actually promoters of Oromo hegemony. But just to show Amhara elites how the reverse of the effort to dominate Oromos further can be painful to them, Oromo elites say: “if Amhara elites want Ethiopian unity (one common house), then they should see also what it looks like to be under Oromo domination replacing their own domination”. In general, why do Amhara elites talk and preach democracy, whereas they do exclude the right of the public to decide on its destiny per referendum aka self-determination? If they must think democratically as they usually claim to do, then they need to think that there is no half-baked democracy!

    Oromo elites do argue that the main conflict factor in the region is the language factor! If Amhara elites disagree with this premise, then let’s try it practically: let’s demote Amharinya to only Amhara region and promote Afaan Oromo to the language of the federation! Surely Oromos will then accept the unconditional unity, which Amhara elites do demand and they will denounce “ethnicity” as well even can reject the right of nations to self-determination! Hopefully, Amhara elites will be ready to influence all their relatives to learn Afaan Oromo without any objection. Then, Oromos would be very happy if Amharas prefer not to fight for self-determination, but only struggle for democracy, unity, justice, equality, peace and prosperity.

    Looking back to the history and trying to judge the status quo, all elites of each nation do have their own interpretation. Preferable is to look into the future and ask the question: what options regarding a solution for the language conflict do we have if we want to live together?

    - Union of independent nations based on self-determination, all nations having their own languages in their respective national areas and using English as international communication language
    - Unity in a federated Ethiopia with Afaan Oromo as the only federal language
    - Unity with English as the only federal language
    - Unity with Afaan Oromo and Amharinya as federal languages and
    - Unity with Amharinya as the only federal language (the status quo which should be changed by any means as far as Oromos are concerned)


    The pro-democracy Amhara elites seem to prefer the fourth option. They also started to see that the fifth option is the failed project. Oromo elites do suggest the first option as the best solution. But, if Amhara elites reject self-determination of nations and persist to have unconditional Ethiopian unity, then let them test the second option so that they can understand what it means to be called “Ethiopian” in such a condition, which means in reality Oromian, in contrast to the status quo where Ethiopian means Amharian! If Amhara elites reject the second option, it is then expected from them as educated gentle people to have an empathy for Oromo elites, who are rejecting the fifth option, instead of vilifying such Oromo elites as “exclusionists” as they usually seem to say. Why should Oromo elites be exclusionists for the sake of demanding this role exchange of the two languages, whereas Amhara elites have been seen as inclusive while just propagating the exclusive fifth option? To avoid such language conflict, then of course, it is also possible to opt for the third option, which is the most pragmatic choice in the already globalized world.

    It is natural to ask, why did TPLF prefer and promote Amharinya at the cost of Afaan Oromo in the last 18 years. The answer is clear: TPLF wants that the conflict between the two BIG nations continue, so that it can rule further easily. Just because of the language privilege they had, Amharas are still seen as oppressive by almost all oppressed nations in the empire including Oromos, even though Amharas, nowadays, are as oppressed and exploited as other nations by Meles’ regime. TPLF could have solved this language conflict between Amharinya and Afaan Oromo by making either both of them the working language of the federation or by limiting both of them to their respective states and making only English the working language of the federation. Now it seems that the TPLFites privilege Amharinya and cry about Ethiopianity as well about unity only as long as they do have lucrative power in Finfinne palace, whereas Amhara elites do the same as long as the do have this language privilege.

    When we choose certain language as a common communication between different autonomous/independent nations, we need to consider its economical expediency and its international usage. Till now nations in the Ethiopian empire were obliged to learn Amharinya as the national language, because of the domination by Abyssinians (even including Tigreans who accepted Amharinya as the only federal language), who do endorse this language. It is clear why they do it, that is simply because of the political and economical advantage they do get. Here is one example to be taken in to consideration. Amharas usually cry for unconditional Ethiopian unity just for the reason that they know what an advantage they do have as far as Amharinya is the working language of the empire. Accordingly, they do oppose genuine “ethnic” federation just for it undermines their language domination.

    The question to be asked by other nations now is: can the pro-democracy Amhara forces choose to settle for the alternative of using the language of all nations at their respective national areas or should Amharas be compelled to accept such a fact of allowing nations to use their respective languages as an alternative to Amhara elites’ refusal of recognizing a union based on self-determination? I know Weyanes will accept even an alternative of separation of nations to build their own independent states as soon as they sense that they may lose power in Finfinne palace.

    To compel Amhara forces to accept a union based on the national self-determination, we just have to demote Amharinya to be used only in Amhara region and promote Afaan Oromo to be the federal language. Then, they will see that Ethiopianity will not be equivalent to Amharanet (as it is now), but it will be the same to Oromummaa. In such a scenario of Oromummaa being equivalent to Ethiopianity, Oromo freedom fighters will definitely start to be pro-Ethiopianity against “ethnicity” and then Amharas will begin to defend their identity by opting for self-determination of Amhara people, so that they support “ethnicity” and reject Ethiopianity aka Oromummaa. This way, Amhara elites can comprehend what it means to struggle for national independence with or without regional union.

    The current attempt of Amhara elites to make both Afaan Oromo and Amharinya the national languages of Ethiopia, which they want to build in the future, is disadvantages for other smaller nations in the empire. Amhara elites opted to this alternative just to make Amharinya again be the language of all regions including Oromia, the option they don’t have now. As far as Oromos are concerned, Afaan Oromo being the federal working language is not bad, so long Amharinya will not be imposed on Oromia, but Amharinya should be the working language of only Amhara region and, of course, that of the federation besides Afaan Oromo.

    For other nations in the empire, this may mean to learn four languages instead of the present only three. But I do argue that these nations need to learn only two languages: their own mother tongue and an international language aka English. Why should their children be obliged to learn Afaan Oromo and Amharinya and be stressed with additional useless languages, whereas Amhara children learn only Amharinya and English, so that being free from such stress. So my suggestion is that all children from all nations in the empire should have the privilege given to Amhara children: learn only their respective national language and an international language.

    If Amhara elites come to their sense and learn to accept the common ground for all nations aka genuine “ethnic” federalism, it would have been very easy to forge an effective alliance of Amhara democratic forces and Oromo freedom fighters against the dictatorial TPLF regime. Just to clear the confusion produced by hitherto articles on similar topics, other names used for genuine “ethnic” federalism are: language-based federalism, internal self-determination, national independence with regional union, self rule with shared rule, national self determination with multi-national democracy, unity with liberty, union of independent nations, United States of Ethiopia, autonomous nations in federated Ethiopia, national independence in an integrated region (e.g independent Oromia in an integrated Ethiopia)… etc. In short, the best instrument to compel Amhara elites so that they accept and respect the compromise solution aka genuine “ethnic” federalism and to make them recognize the right of nations to self-determination is to demote Amharinya to be the local language and promote Afaan Oromo to be the federal language, i.e a transformation of the empire to a NEW Ethiopia with Afaan Oromo as the National Language!

    Mallas Zeenaawwii fi TPLF filannoo bara 2005 irratti injifatamanii garuu humnaan aangoo irra turan. Uummatni akka isaan hin barbaanne filannoo kana irratti sirriitti itti agarsiise.
